The crown sends you new orders, viceroy.

Overview
Orders are objectives that, when completed, reward viceroys with Reputation and some assortment of goods, villagers, or Perks. Players choose which Orders to commit to from 2-4 options in an Order pack. Order packs arrive in batches at set intervals.
Order Tiers

Orders have 4 complexity tiers which specify in which slots they can appear. Orders can also vary based on difficulty. This difficulty system is separate from, but influenced by the settlement Difficulty. Each settlement Difficulty will have a set of Order difficulties that will be drawn.
For example, the Veteran Difficulty has the Order difficulty set as:

Since not every Order is valid for every Order difficulty, some Orders will be impossible to draw on specific settlement difficulties. For example, Blue Metal is a Tier 1 Order that is only valid for the Hard Order difficulty, so it will never be seen when playing on Settler, Pioneer, or Veteran. Likewise, Help from the Queen is a Tier 1 Order that is only valid for the Easy Order difficulty, so it will never be seen when playing on Viceroy or above. Some Orders have identical requirements for multiple Order difficulties.
Additional restrictions
A lot of Orders are limited by biomes, species, World Map modifiers, and blueprints. An Order that asks for
Humans Resolve is disabled in settlements without Humans present, for example. Generally, Orders with completely or nigh impossible objectives are avoided; biome/species appropriate Orders are selected.
Arrival time & availability

Before a pack of Orders can be viewed, it needs to be delivered by the Queen's Envoy. Order packs are delivered in batches and all Order packs from a batch become available at the same time. A choice between one of the Orders in the revealed Order pack must be made before proceeding to unrevealed Order packs.
A set amount of time has to pass in each settlement before each of the Order batches arrive. The Orders panel is not available before the first pack of Orders arrives 90 seconds into the settlement. Without any season duration effects, intervals between batches follow 12-minute years from Prestige 2 onwards.

Timed Orders

Unlocked with the Obsidian Archive level 9 upgrade, Timed Orders are difficult, time-sensitive, and highly rewarding Orders that have a chance to appear alongside the usual set of Orders. Timed Orders never replace regular Orders - they always have a separate slot reserved.
Timed Orders are always
Ephemeral. They disappear if you decide to unpause the game before choosing it. Unlike regular Orders, they can be failed, should the timer run out. You will forever lose that one Reputation point you would otherwise get by completing the Order.
By default, Timed Orders automatically complete if the requirement is met when the time runs out.

Strategies
- A common piece of advice for Viceroys is to hold their year 1 sets of Orders for some time, to gather some information about available resources or Glade Events in the first glade. This also puts you in a better position to exploit Timed Orders.
- As a rule of thumb, the main reward for regular Orders is Reputation, not resources or Perks. An Order that you can complete quickly is almost always going to be preferrable to an Order with a better reward, but which would take you an extra year to complete. Reputation earlier means earlier access to more blueprints, and blueprints are one of the main pillars of progression in-settlement.
- All year 1 species Resolve Orders, both regular and Timed, can be completed with a combination of favoring, Shelters, level 1 Hearth, and right-side Rainpunk Engines, provided that the species population is not too high to dilute the bonus Resolve from Low Stress (right Rainpunk Engine effect).
