From Super Fantasy Kingdom Official Wiki
Units gain XP when they eat in the Tavern after combat is finished. When a unit gains enough XP it will level up and its stats increase.
The units enter the tavern in a random order (downed units first), and each unit chooses a food that gives them the most XP 
Fish will be picked over 
Meat and 
Bread over 
Cooked Meat to help ensure higher chances at meat upgrading.
