Speed modifying effects
Mechanics
Movement speed buff and movement speed debuff are treated as different effects and can be inflicted on the same creature at the same time. Attack speed buff and attack speed debuff are treated as the same effects so later infliction will overwrite previous one.
Speed modifications can't be stacked in value, except for speed flash-buff.
Creatures with slow resistance can reduce inflicted speed debuff by a certain amount.
Some creatures can ignore resistance and inflict speed debuff on themselves as demerit.
Speed penalty from carrying resources or moving on non-highway tiles can be stacked and will be calculated before actual speed modifying effects are applied.

Affected creatures move more quickly.
