This page shows mechanics of speed modifying effects.

Speed modifying effects

Mechanics

Each creature can be inflicted with the same speed modifying effect multiple times at once but the effects can't be stacked in value, except for speed flash-buff.

Creatures with slow resistance can reduce inflicted speed debuff by up to their slow resistance.

Some creatures can ignore resistance and inflict speed debuff on themselves as demerit.

Speed penalty from carrying resources or moving on non-highway tiles can be stacked additionally and will be calculated before actual speed modifying effects are applied.
