Speed buff (speed-up) and speed debuff (slow-down) are treated as different effects. Each creature can be inflicted with both a speed buff and a speed debuff at once. The effects will nullify each other. Speed flash-buff can be stacked in value.

Creatures with slow resistance can reduce inflicted speed debuff by a certain amount.

Some creatures can ignore resistance and inflict speed debuff on themselves as demerit.

Speed penalty from carrying resources or moving on non-highway tiles can be stacked and will be calculated before actual speed modifying effects are applied.
