The Civic Office grants you the ability to have one more policy active at a time. You can build as many as you would like, but any more than 7 will give you more policy slots than there are available to activate right now.

There is an Achievement to have 8 policies active at the same time. You will need to build 6 Civic Offices to accomplish this Achievement.

Despite having an entrance, Whiskers are not assigned to these buildings. Once constructed, the additional policy slot is immediately available and will stay that way as long as the building stands.

While it is powerful to activate more policies, do remember that they cost approval and you could run out before the end of the work day with so many active.
