The Netter will use rope to start making fishing nets, a catalyst used by Fishing Docks to give extra production output. Only one slot requires an apprentice, the rest of the worker slots are not blocked by it.
One Netter is sufficient to provide catalyst for multiple, fully-staffed docks. It is recommended to set a production limit on nets to prevent over producing nets. They do not have any significant purpose beyond catalyst needs.
