The Stone Cutter has one job: to turn Stone into Cut Stone. Cut Stone is required for many mid to late game buildings. It is also a highly valuable resource to sell to the Smuggler for Gold Bullion.

The Stone Cutter is one of only 2 buildings that can consume raw Stone as an input. It is very unlikely your Stone Cutters will be able to keep up with your raw stone production from your Mining Camp, so you should not have to worry about having sufficient raw inputs for this facility.

While this building is available from the beginning, it is not a good idea to build it immediately as you will want to focus on making other building materials with your engineering Whiskers, like Planks at the Sawmill, until you have recipes that require Cut Stone.

This building requires at least apprentice Whiskers in all its worker slots which can make it difficult to staff without a School to help supplement your supply of trained workers. This will also mean you will have a greater number of Whiskers with higher expectations - something you may wish to avoid in the early game.

The Stone Cutter produces Cut Stone fairly slowly, so you will want to fully staff this building with engineering Whiskers to leverage every possible production bonus.

The building utilizes Rope as a catalyst and should always be used. Rope is not difficult to obtain and one Flax Spinner can keep up with multiple Stone Cutters with more to spare.

It may be tempting to wildly scale up Stone Cutters to increase the production rate of Cut Stone, especially when you are upgrading many houses and replacing paths with Stone Path. Because this building utilizes Machinery and apprentices, you may wish to judiciously scale up your production with respect to your ability to support the increased maintenance costs. 3 to 5 Stone Cutters will likely be sufficient mid to late game to provide enough Cut Stone for building projects and some for sale in reasonable time frames.
