The Machinist will start your production of machinery parts - the final resource you need to throw off The Claw's supply shipments.

This is a costly and difficult to research supply chain involving oil and steel which will make this one of the last production buildings you will construct. After you are able to produce your own machinery parts, you will be less reliant on, if not entirely free from, your reliance on receiving these parts from The Claw to keep your industry going.

As this is currently an end game research item, you will most likely have an economy that can readily afford machine parts from The Claw (regular shipments or rewards for greater than minimum tax payments). The benefit this supply chain provides is arbitrary based on how you would like to continue future interactions with The Claw. You cannot currently rebel against The Claw, cutting yourself off from their supplies. If and when you're able to formally rebel against The Claw, this technology may be more relevant to continued colony survival.

Machinery Parts are accepted at a rate of 144 coins towards paying off the demands of Pirates. This is one of their highest offers, but you will have to decide if eating into your industrial lifeblood is worth it. Again, at this point in the game, you will likely have more effective ways to keep the Pirates at bay.
