The Cotton Gin is a faster way to get threads at better value then using flax to do so in the Flax Spinner.
The Cotton Gin produces threads at a rate of 1 Cottton to 8 Threads. This is the only production building that uses Cotton.
The Cotton Gin is not available until late game as it is near the end of the research tree.
Flax Spinners will struggle to make enough Threads to weave into Fabric to make Tailored Cloaks and Bedding. The Cotton Gin is one solution to producing more threads besides throwing labor at the problem.
While the equation is relatively simple here, Cotton is a complicated crop to grow and very valuable for paying taxes. More information about Cotton is available on its resource page. At the very least, you should research fertilizer and have a good stockpile of Cotton before siphoning off some Cotton to spin into threads.
