The Cafe provides a 2-star dining experience to up to 34 Whiskers per day. This is the maximum amount of meals it can provide. Additionally, it can stock and distribute tea.
You do not need to fully staff this building. You only need enough Whiskers to be able to transport a full stock of meals to the building every day. You may not need a full set of employees if the supply lines are short or not many Whiskers are eating at the facility.
There is no advantage to keeping Cafes once you have unlocked the Dining Hall except for its smaller size.
