Lore
It's not completely clear when the Naval Office came up with this but it's old enough that all our constituents got a slice of the cake when it rolled out. I've heard stories about the specs being put up for grabs at some card game only to get cheated out by some sleight-of-hand trash to stories about a drunk offficer waking up one day, hitting his head on his fridge, and falling out the window of his Badnarik pre-fab and into his AN-FROG's recoil compensators. Honestly, I don't care and neither does the Naval Office.
To the untrained eye, RCCs might look like a simple patch-job but that's nowhere close to how complex these actually are. There's timing circuits, powered hydraulics, even a Superbrain hooked up in the control system just to make sure that these can keep pumping out rounds without jamming the machinery and exploding the ammunition, a great recipe for a visit from a furious Winchester. Heard the OSP has these on their mass drivers which is a pretty damn worrying thought if you ask me.
