Planetary Jingwei
The Planetary Jingwei is the name for the local government of the Wayback System.[1] It does not refer to any sort of star nation or geopolitical entity that might be a competitor to the Terran Congressional Republic. Rather, it controls only the Wayback System, in particular the Warp Gate controlling entry to the system. Specifically, it can determine who is allowed into the system or not, at least through the safety provided by the Gate [2]. This is why the only force the TCR was permitted to send into the system was the Light Cruiser TCRN_Impetus, as a larger and more heavily-armed vessel would have been forbidden entry by the Jingwei.[3]
Over the course of its approximately 100 years of isolation from the Core Worlds [4], its grip over the system has weakened, allowing Pirates to flourish and prey extensively upon the common people of the region. Indeed, its decay is so advanced that (as mentioned by Lieutenant Hayflick in an email, the people of the Wayback have entirely lost faith in "fiat currency" and rely almost entirely on barter, explaining why the Black Market operates as it does.
The Jingwei is, at least nominally, led by Field Marshal Zama, who apparently spent a great deal of political capitol allowing the TCRN Impetus into the system. Many were unhappy with this decision, contributing to the Rogue Army launching its insurrection against the authorities.
