General Crozier was the original leader of the Wayback Expedition. He was killed by the Dis-Straightening Incident aboard the Impetus as she arrived in the Wayback, and his death (in addition to the deaths of all other senior officers) let to the Major taking command of the expedition. The above quote implies that the General's reputation had become poor, hence his assignment to the Wayback Expedition - possibly because he would either succeed and be a hero or be stuck in the Wayback forever.
