Diplomacy is a skill that gives heroes a chance to pay and recruit enemy neutral squads instead of fighting them, provided that their army is strong enough to intimidate them into doing so.

From the game files (Core.zip — DB/diplomacy_info.json, the field/enum names in the game's IL2CPP metadata and others) it looks the the chance to join is affected by the strength ratio of the neutral stack against player stack. A join will happen, if the player's armystrength + modifiers > neutral stack's armystrength + aggression level.

Apart from the diplomacy skills, players' strength is affected by:

  • Troop count [9, 13, 21, 31, 44, 64, 150] per tier (hitpoints seem irrellevant here and the neutral stacks are valued higher per tier [25, 50, 75, 125, 225, 425, 1250])
  • Matching unit - an exact match applying a x3 modifier to troop count and a partial match (different upgrade path, but same unit) applying x2.
  • Hero level (+200 per level, making a level 10 hero equivalent of aprox 64 tier 4 troops)
  • Hero primary stats (+5 per point)

Levels

Basic Diplomacy
Provides a chance of neutral squads offering to join the hero’s army for Gold instead of fighting them.
Advanced Diplomacy
Provides a chance of neutral squads offering to join the hero’s army for Gold instead of fighting them. +25% Persuasion Power in Diplomacy.
Larger Than Life
Neutral squads view the hero’s army as +25% more powerful than it is, increasing the chance that they will join or flee. This bonus is doubled if the hero knows “Battlecraft”.
Eloquence
–75% to the cost of surrendering.
Folk Hero
+50% Persuasion Power in Diplomacy with neutral squads from the hero’s faction.
Expert Diplomacy
Provides a chance of neutral squads offering to join the hero’s army for Gold instead of fighting them. +50% Persuasion Power in Diplomacy.
Art of the Deal
Neutral squads take –15% Gold to recruit. This bonus is doubled if the hero knows “Economy”.
Vagrant Army
Friendly creatures with neutral affinity gain an additional +100% of the hero’s Attack and Defense to their Attack and Defense.
Negotiator
+20% to the number of units from neutral squads joining the hero’s army.

Skill Synergies

Knowing Diplomacy will give the following benefits to other subskills:

Wizard Contract
Friendly creatures take –10% Magic Damage. This bonus is doubled if the hero knows “Diplomacy.”
Veterans
Tier-4 creature growth in all your cities increases by 2. This bonus is doubled if the hero knows “Diplomacy.”

Artifact Effects

Holy Sigil of Insara  — Epic Relic
While worn, grants all unlearned Subskills of the following Skills: Leadership, Insight, Diplomacy, Tactics.
Diplomatic Gifts  — Legendary Item
+10% to Persuasion Power in Diplomacy.
