The Sawmill is required to produce Planks which are required for numerous buildings and to complete all research in the game.
Given how vital this building is, it should be fully staffed by Engineer's Guild Whiskers to maximize output. This building uses Ropes as its catalyst and it should be used continuously. Ropes are easy to produce at a Flax Spinner and you're unlikely to run out.
The Sawmill consumes Logs and produces Planks at a rate of 1:5. This generous ratio means anything built with Planks is effectively cheaper than building its Logs counterpart (if it exists).
Production limits should be set on Planks to ensure Warehouse storage space is not overwhelmed. A good option is to dedicate a Warehouse or two to Planks and set the limit to total dedicated storage capacity.
Two or three fully staffed Sawmills should be sufficient to not keep you waiting long when completing building projects.
Planks are consumed by the Research Lab and the Carpenter (late game).
