The Sifting Tower will work on coal potash and rock salt to make fuel fertilizer and salt catalyst, this building needs a water connection to work.

Second Floor Entrance

For most players the Sifting Tower is first building they encounter with an entrance on the second floor. Without a stairs or a path to this second floor entrance Whiskers cannot enter the building to construct it. This can make construction appear stuck.
