Terrain can be modified via the Terrain Engineering Technology, utilizing 
Citizens paid in 
Gold to transform the terrain.
Only actual terrain can be modified, and while the modification can affect the course of rivers and lakes, it cannot affect rocks or cliffs.
Terrain modifications are quite restrictive, and can only be done on clear land far from buildings and other constructions.
