Lore
It's hard to talk about hardware when your view of the Naval Office is not the greatest to begin with, and I think Winchester has the same view. See, the Naval Office always see themselves as 'predictors' of the 'future wars of Shelter'. That is to say, they were worryingly devoted to developing equipment tailored to- in their words- 'traditional' warfare that would never be seen again after the nightmare that was Graznovia. This collective dream from the ANO of the perfect, all-plans-considered war was never going to happen, but the Naval Office heads were so confident that they had to come up with their own situations that both created non-existent problems and solved them at the same time.
Constantine fell into that mindset towards the end of his tenure. Mind you, he left the ANO in a better state then when he took command, but he was convinced that Venuma was right around the corner, ready for some payback and blood on their daggers. He commissioned the TLS-3 and that was that, Venuma would be done if they ever came back- you know, after nearly 400 years of nonexistence. Then he 'retired' from the Alliance Navy and left Winchester holding the bill. You can imagine what Winchester thought of that..
