In Game Description
The E15 is an electronic noisemaker which can mimic the electronic signature of a different type of warship. By presenting a deceptive signature, this module can fool enemy intel into identifying the ship incorrectly, effectively making a Sprinter look like a Solomon. Note that signature modification can also work down the size hierarchy, but the Masquerade is not able to reduce radar signature size and a clever fleet commander would certainly notice the discrepancy in detection ranges.

Lore
A device usually found on corvettes operating as torpedo sponges. Having one of these issued to your warship is usually a sign that you're due for a ride on a liberty boat to a new warship.
I've heard it makes a funny sound when it's running at full power, but I can't tell you if that's a good or a bad thing.
