A shadow group of criminals runs this planet, maintaining a front of tourism and gambling on an otherwise inhospitable snow planet. The criminal element is so strong here that society is essentially lawless the moment one steps away from a heat source. Frankie Sallustio is the face of the shadowy "benefactors," i.e criminal masterminds, who operate most of this planet's gambling and tourism hotspots.
