The First Wave list is the main list used by the MENACE outside of story missions. It is also used to generate MENACE units in missions against non MENACE factions. It skews heavily toward Construct Drone and Construct Soldier.

|---|---|---|
| Construct Drone | 50 | 0.9 |
| Construct Shambler | 40 | 0.4 |
| Construct Soldier | 40 | 0.6 |
| Gun Crawler | 35 | 0.4 |
| Construct Carrier | 15 | 0.05 |
| Construct Skirmisher | 10 | 0.1 |
