Local Forces gone rogue. These special forces are equipped with heavy, armor, capable battle rifles, and decent RPGs. - In game description

Unit Stats
RA Heavy Infantry are well-armored frontline troops of the Rogue Army. Like regular infantry, they operate in squads of 6, but come equipped with heavier weapons and armor.
They are capable of firing the IMX SA-RPG 2 twice per turn, making them a serious threat to vehicles. They can absorb the first volleys from light and medium weapons, giving them excellent staying power. Occasionally, they are deployed via Light Troop Carriers, enabling forward deployment.
