Currently this armor has a hidden modifier that grants +1 Detection. This is hinted at in the description but not shown in tooltip, but equipping the armor does add the Detection bonus.

Description

This SAPP has been set up for recon forces use with advanced camouflage and additional optical equipment for improved enemy recognition.
