Characters
Characters are a vital part of ENDLESS Legend 2, comprising your Empire's great Heroes and the Notables who support it. All characters have a Governor Skill which allows them to take a seat on your Council. Heroes also have skills, item slots, and can have up to one Friendship with another Hero, and upon reaching level 5 and constructing a Haven, can take a Notable in your Empire as their Companion, giving them and their Haven unique buffs.
Acquiring Characters
Each Empire starts with a special emblematic Hero, who is the same every game. Additional Heroes can be drafted with the Iron Games series of technologies, which will draw a draft of Heroes from the pool depending on the distribution of populations in your Empire. Other Heroes can be purchased as Mercenaries as long as there's a Trading Post in your empire. Certain Faction Quest objectives and world events can grant your empire other special heroes.
Hero Economy
The total number of heroes you can have in your empire is limited only by how many you can acquire. You are guaranteed 4 from your starting hero and the three unlocked by the three variants of Iron Games throughout the tech tree. An additional hero is always available as one of several rewards from your Faction Quest. Some Faction Quests may offer a hero as a reward option at more than one point in the tech tree. As of Early Access Update 10, with each Tidefall comes one new hero with a special (spoilers!) origin, for a total of 3 in the world. The most effective way to acquire more heroes than your opponents is the Mercenary Market, available at the end of the first Monsoon with a Trading Post in your empire. 2 Heroes are added to the Mercenary Market pool per player (AI or human) in the game.
Notables
Each Empire also starts with a pair of special Notables from their Major Faction population pool. Assimilating a Minor Faction grants your Empire their emblematic Elder as a Notable for the duration they remain as your Protectorate. Certain Faction and Pacification Quests, as well as world events, may grant you additional, powerful Notables with stronger Companion traits. Additionally, if you begin a turn with fewer than 2 Notables who aren't already the Companion of a Hero, the game will randomly generate one for you, which remains in your empire permanently. With the exception of notables generated from quests, who have unique companion traits and usually unique governor skills, most notables have a companion skill determined by their faction of origin.

Clergy Council Skills
Tahuks councilors draw from a unique governor skill pool tailored to the Tahuks' gameplay style, called clergy skills. The Tahuks' unique extra council slot is not limited to clergy councilors, and clergy councilors are not limited to that slot.
