Council

The Council is the governing body of an empire. Councilors must be placed in all available seats. The Council will have 2 seats at the beginning of the first Monsoon, 3 seats at the beginning of the second Monsoon, and 4 seats starting with the third Monsoon.

The Council is made up of Council Seats, where heroes and notables may be appointed. All council seats must be filled before ending the turn that begins the Monsoon. Every hero and notable has a Councilor Trait, which gives the empire a bonus if they are appointed to the council.
