Giving arms to the poor.

Effects

Provides Sabre or Pistols upkeep to their Pirate Camp. Assign Fetchers in the Arsenal to create connections between the Arsenal and Food production buildings. Multiple Arsenals can be built per Pirate Camp, making logistic distribution much easier.
