Overview
The Shrine of the Sea applies a +5 Buff to a random Ship stat (or +7% to Template:GeneralIcon) after successfully completing an event. The same stat can be buffed multiple times. Every buff is lost when returning to the Ship Pier, but not when interacting with a Friendly Port.
You can pay 300 
Coins and apply a random buff to every Ship currently sailing in the Seven Seas. This will not go over the maximum stack limit of 3.
Acquisition
The Shrine of the Sea is available to build right away.
Strategy
Stacking the buff in low level ships can turn the tides of battle in challenging events! Paying for a buff is rarely worth it, you can instead complete a simple event and restock in a nearby Friendly Port afterwards. At higher level ships, the buff becomes very small and less significant to plan around.
