Enables the Peeps to clean and scrub away Pollution from Polluted Tiles.
Uses Chemicals or Soot and Water.

Cleaners enable Peeps to actively clean up Pollution caused by nearby Buildings, prevent its accumulation into making the area toxic, or cleaning up toxic areas if they occur.
The Cleaner produces None levels of pollution.
Cleaners are unlocked after the Burner Generator works long enough to generate 50 Soot.
Purpose
The Cleaner uses Soot and Water to clean up pollution in nearby tiles. The work consumes a lot of Soot, which can be difficult to sustain if the pollution is not also being absorbed by nearby Forests, because the Soot is itself created by polluting buildings.
Later, the Cleaner can use Chemicals instead of Soot, which also requires less Water.

Strategy
In early settlements, relying only on Cleaners for preventing Pollution can be a losing battle, since the Soot required is produced by the polluting Burner Generator and Ore Smelter. Building or moving industry buildings among Forests, although occupying valuable fertile ground, makes maintaining healthy pollution conditions much more likely.
The short range of one Cleaner is typically not enough to cover an industry area, especially once Power Lines allow more flexibility in positioning Buildings.
Workers from the Cleaner can clean tiles at the edge of the breathable atmosphere, but not beyond. Since the area cleaned includes the six surrounding tiles, tiles just outside of the breathable area can stay cleaned.
Cleaner cannot work in flooded tiles, leaving Forests the only way pollution can be reduced under water.
