The progress counter for this is not affected by extra yields and is increased by +1 not upon production of the meat but upon the worker who has produced the meat putting it into the structure's storage. Every time the progress counter reaches its limit it resets to 0 and the Nets perk receives another stack (or is created, if it didn't already exist):
