Royal Council

When a Royal Council takes place, a choice of one of three royal decrees will be given. Royal decrees are permanent bonuses that last for the rest of the run. The same royal decree can appear multiple times and if picked the effects will stack.

There are 15 common royal decrees and 5 specific to each king. At least one of the choices offered each time will always be one specific to the king but reroll choices are random.
