Royal Council

When a Royal Council takes place, a choice of one of three royal decrees will be given. Royal decrees are permanent bonuses that last for the rest of the run. Most royal decrees can appear multiple times and if picked multiple times the effects will stack.

There are 18 common royal decrees, 5 rainbow decrees, 9 broken decrees, and 4-5 specific to each king. At least one of the choices offered each time will always be one specific to the king but reroll choices are random.

Royal Council events occur 4 times during a run, on years 4, 14, 21, and 29. If the run continues after victory, Royal Councils occur on year 37 and every 11 years subsequently. Additional Royal Council events can be triggered by the Razing special card.

The following royal decrees are available to all kings.

Bunker	Increases the attack speed of your towers by 50%.
Catharsis	All troops in the field now have the same damage as your highest damage troop.
Conscription	Every plot with troops now gains +1 unit every year.
Exploration	Unlocks 3 new random plots.
Eyeglass	All your plots get +30% raw chance to deal critical damage.
Feast	Doubles the maximum HP of all troops.
Gunpowder	Increases the damaging range of area attacks by 30%.
Iron Fist	Doubles critical damage.
Leatherworks	Doubles the movement speed of all your units.
Loan	Gives you +9 gold multiplied by the year you're in.
Outsourcing	Receive 9 free re-rolls.
Overwork	Your support buildings apply their effects one more time.
Poison Thorns	Every time enemies attack your units, those enemies gain 1 poison stack.
Rebirth	Regains all your lost lives.
Sharp Blades	Increases the attack of all your units and towers by 50%.
Supplies	Discard your current hand. Gain one copy of each of your king's cards.
Venom	Every poison effect is now applied twice.
War Horns	Summons are 50% stronger.
Weakspot	Frozen, stunned, or poisoned units take +50% damage.

The following royal decrees are available to all kings, similar to common decrees, but have differently colored icons.

Diversification	Can now choose between +3 loot cards. Get loot from all enemy kings. Disables Jack of Rainbows loot
Gambling	Receive two cards after every battle. You can no longer choose your loot.
Longtermism	You can choose three decrees in the next Royal Council.
Multiculturulism	Triggers a Royal Council with exclusive decrees from the other kings.
Oddity	Gets an extra completely random card every odd year.
Payroll	Your first re-roll in every encounter gives you +10 gold instead of taking it.
Relics	All treasure chests are turned into rainbow chests.
Wishing Well	Gets 3 copies of the next card you throw into the pit.

The following decrees are available to all kings, and appear when repeating a royal council event after traveling back in time.

Enrage	All plots gain +4.321% damage.
Fastforward	Levels up one random plot twice.
Interest	Gains +1 gold multiplied by your current year.
Loot	Automatically triggers a card loot event.
Nullify	Gains 3 Temp Null cards.
Provisions	All plots gain +1.234% to all stats.
Punctuality	Gains 2 random Time cards.
Recovery	All plots gain +4.321% HP.
Redo	Gains +2 free re-rolls.

King-specific Decrees

The following royal decrees are only available to the King of Nothing.

Armory	All troops gain +3 stacks of Steel Coat
Development	Receives a Wildcard for each empty plot you have.
Fireball	Castle hits now leave a damaging area of fire on the ground.
Freshmen	Doubles all stats of all level 1 troops.
Twinshot	Archers now shoot +1 arrow per hit.

The following royal decrees are only available to the King of Spells.

Royal Decree	Effect
Abracadabra	10% of all enemies turn into frogs.
Glass Staffs	Your Wizards now have 100 attack points but only 1 HP.
Re-enchant	Doubles all enchantments of all your active troops.
Spiremania	Doubles the amount of healing rays of your Spires.
Static Fields	Doubles the attack speed of your Citadel's lightning bolts.

The following royal decrees are only available to the King of Greed.

Royal Decree	Effect
Bargain	Merchant's cards cost half the price.
Burglary	All active troops gain 2 stacks of Midas Touch.
Insurance	Receive 1 gold for every 9 allied unit deaths.
Salvage	Cards thrown into the pit return 3x more gold.
Scimitars	Thief attacks are always critical strikes.

The following royal decrees are only available to the King of Blood.

Royal Decree	Effect
Covenant	Doubles the stats of all active Demon's Altars
Embalming	Enemies killed have a 10% chance to be summoned back to life as allies.
Evil Pact	Doubles the maximum quantity of imps summoned per battle.
Fireworks	Bombers have their attack range area doubled.
Transmutation	All active allied troops are replaced with level 3 Imps.

The following royal decrees are only available to the King of Nature.

Royal Decree	Effect
Fertility	Receive 5 Procreate cards immediately.
Populate	Whenever any unit is added to any plot, add one extra unit.
Revitalize	Doubles every heal effect.
Wilderness	Unlocks 3 new random plots, with Forests on each of them.

The following royal decrees are only available to the King of Nomads.

Royal Decree	Effect
Cryoflame	Dragons now spit blue fire and attack +1 time per battle.
Frostbite	Frost now deals damage per second. +1 damage per stack.
Pillage	The effect of all plot destroying cards is applied +1 time.
Settlement	All new troops and towers placed on empty plots start with double stats.
Smithy	Swords and Shields have double effect.

The following royal decrees are only available to the King of Stone.

Royal Decree	Effect
Barricade	Walls reflect 10% of damage taken.
Dynamites	Traps now cause double damage.
Engineering	Doubles the damage of all towers.
Towerdome	Stronghold can now build towers twice as fast.

The following royal decrees are only available to the King of Progress.

Frankensteinian	Converter towers now summon Bombers instead of Lab Rats.
Gentrify	All currently active plots gain one level.
Scopes	Adds 9 Precision cards to your hand.
Splicing	The level of all active Lab Rats is doubled.
Ultragravity	Doubles the attack range of your Mothership.

The following royal decrees are only available to the King of Time.

Big Bang	Hourglass first attack now stun enemies for +1 second.
Devolve	20% of enemies are turned into kids with half its stats.
Loophole	Bastion's rifts now warp the enemy to the backline +1 time.
Megaminion	Warpers now summon giga tankers with double HP and Damage.
Wormhole	Portals now travel +1 year back in time.
